Did Verizon close the basic to smartphone upgrade loophole?

If I ordered a Note 4 from them directly, but to my mom's dumphone line, and then had it moved to my line, there'd still be a TDP on her line no matter what, right?

That loophole is not closed, it is just different than what used to be done. The old way was to activate the smartphone on the basic line and then reactivate the basic line to drop the data plan. This way is closed.

Now, you just upgrade the basic line but do not activate the smartphone that ships with it. Just activate it directly onto the unlimited line.

And this will work if I order directly from Verizon's website?

If you go to your My Verizon account and select the upgradable line, there should be a Transfer Upgrade link to click. Use that to transfer to your line and then your line will show as upgrade eligible. Enjoy your new phone.
