Controlling 1 android tablet from another via USB

So, just recently I started to read about EMF with wifi etc, and although it may or may not be valid, I thought there is no harm in limiting the use of it. So with that said, the quest I am on is to set up a wired rear seat entertainment system for our 1 yr old.

What I would like to do is connect the tablets via usb and be able to control the other to be able to change movie files, turn it off, etc. As we have movies on the tablet, and also on offline versions of Netflix etc.

Any thoughts on the best way or if its possible to do this would be awesome!

The easiest route I can think of is to get Samsung devices and use the Flow app to allow mirroring/control of the tablet via a connected USB cable. There are a few VNC apps that could do the same (including Chrome Remote Desktop) but don't remember seeing options for cable connections on those, just wireless (which you could also do via WiFi-Direct if the tablet doesn't have mobile data access or you don't have a WiFi hotspot in the car).
