1) how to turn it on??

Sorry, I'm not entirely clear on the problem. Are you saying your Gmail app isn't syncing? Or all Google apps?

Go to Settings>Accounts-Google>[your Google account], and make sure all Google apps that you want to sync are checked.

Also, make sure Auto-sync Data is on. Go to Settings>Data Usage​, tap Menu, then check Auto-sync Data.
