My emails are deleted on my S4 from roadrunner but not deleting from server? How do I fix this?

Set the phone email account up as a POP3 account, not an IMAP account. (But whatever you do on the phone will be done on the laptop, so if you read an email on the phone, it'll show as read on the laptop.) You'll have to delete your current account on the phone, then look up the settings for RoadRunner's POP3 server and add the account, setting it up manually. (You'll need the SMTP settings too, to send emails.)
