It's safe to disable many Google services apps, and Samsung / HTC etc apps that cannot be uninstalled, but obviously not good to force stop system apps that are essential, though I am not sure if you can do that to many.
You can disable Play Store and Download Manager without harm, but you won't get updates or new apps and downloads.

Procedure is: Apps or Applications Manager - All, tap the required app for the App Info screen and Disable / Turn Off.
Did you want to disable apps that can be uninstalled?
