In the Android Messages app, I want to remove the blue "Start Chat" button.

Ordinarily, you can do that as follows: Open the Android Messages app > Settings > Chat features > Tap "Enable chat features" to disable the chat feature.

However, I cannot do this because "Chat features [are] unavailable for this device," so there is no "Enable chat features" setting that I can use to disable the chat feature.

Is there another way to remove the "Start Chat" button?

Start chat is for to make a new message to someone.

You're right! The Messages app uses the same button to start a "conversation" and to start a "chat," even though conversations and chats are two different things. By calling the button "Start Chat" I guess Google is telling us what they think we should be doing.
