Looking for GSM phone rec

My girlfriend is looking to replaces her SGS2 with something a little more current, but on the affordable side. GSM would be preferred, but VZW is also an option (not an on-contract device). She's mostly a web-browser, doesn't use a ton of Apps. Minimal bloatware would be ideal. Affordability is an issue. Something running JB would be great (but I know that usually means more pricey).
Any tips, advice would be welcome.

If it was readily available and a little cheaper, it might be an option. Looking a little more afforable. Used is fine.
