I haven't heard anything about it but I wouldn't put it past them because if I remember, they did it with the GNex as well as the Nexus 7.

todays announcement is the official announcement and there arent going to be a rescheduled event. so pretty much NO.
but google might surprise us on 13th.

Nothing that I have seen or heard would suggest this, people buy nexus phones, they had no clue on tablets so the credit was an incentive.

Tbh I wasn't expecting this play store credit, But I thought it odd they didn't add something like free upgrade to the $3 a month plan for Google drive. Iirc its 20 or 25 GB. It might have calmed some ppl who said 8/16 was too small. But either way, they both would have just been bonuses and I'm happy with the way things turned out.

I was expecting a 100 gb storage just like chromebook.
