I can't get access to my Google play or Google.is says enable data background

Welcome to Android Central! Go to Settings>Data Usage, and make sure you aren't restricting any background data. Tap the Menu button on the screen to see if Restrict Background Data is checked, which globally restricts. Or select Google Play Store from that list of apps, and make sure it isn't individually set to Restrict.
