HTC One M8 Camera Problem!

The camera has the problem which looks like dark bars scrolling down the screen. It only happens when I film under bright light or a computer screen. I don't know if the camera is faulty or it's related to different refresh rate. How can I solve this problem?

Isn't that always the case when you try to take a photo of a TV/computer screen? Isn't it due to the refresh rate or something?

Every video camera does this unless you own a professional movie camera. Your phone is fine.
