No portals in highway rest stops?

I was looking at the intel map, virtual traveling down the state highway, and noticed that there was no portals at the rest stops. There was one where there was a mural, but the rest are bare. This seems like an oversight on Google's part. Encourage tired drivers to pull off the road.
