No. The idea is that you would be using a PIN or password so that people can't get into your phone and luck through your stuff. That would sort of defeat the purpose.
You could use something like SkipLock which would automatically unlock your device when connected to a "trusted" WiFi or Bluetooth connection, and lock when away from them.

If your intention is to actually turn on/off, then you can use an app like "power toggles" which allows to be put on lockcreen when you swipe sideways
