Bluetooth setting when ON always visible for Nexus 7 (2013)?

I am not sure if it's Nexus 7 (2013) or the Android 5.0.1 issue, but when the bluetooth is ON, i see that it's always ON, there is no invisible setting or discoverable within 2 minutes setting.

Isn't it dangerous to have the bluetooth in discoverable mode at all times?
