I am suspect of that message as well. Mostly because Google would want to avoid using the term "spy". In developer options they use the term "harmful behavior".

Have you tried side sync from Samsung?

I installed the aftermarket S Launcher on google play and that fixed the problem perfectly. That permanent home panel "widget" screen was an epic fail. Samsung should have removed it before shipping the tablet. I couldn't even put widgets on that panel.
