A regular txt is an SMS and does not require transmission over your data plan. But if it's an 'attachment' like a photo it's a MMS, not SMS, so you have to be on data not wifi to get the attachment. Maybe this is your issue? Make sure you are not on just Wifi and have a 3g/4g signal and try...
