I am on a different carrier and it's the same for my phone. It's been bugging the crap out of me since I got the phone. My S4 has way more options in the DND settings and worked so much better. Hopefully an update fixes this, otherwise it's an almost useless feature.

I am not rooted and PDAnet works just fine in USB tether mode and bluetooth works as well. I have noticed a few weird quirks though. A few apps say there is no internet connection but browsing works just fine. I do have the paid version.

Just switched from the GS3 yesterday, on that phone I could talk and surf the internet at the same time on 3G. Looks like you can't do that with the GS4? I did some searching but couldn't find anything related, my google-fu must not be good enough.

I don't know if this helps at all but, I rooted using the steps Skunkape60 posted, the one with the touch enabled recovery. Today, I manually downloaded the update for JB, used rootkeeper to backup root, then did the update. When it was done updating, it took me back to the touch enabled...
