Droid Turbo Vibration Problem

So I've had my Turbo for a couple of months(64GB Ballistic Nylon) and as I charge it overnight I use it as a clock. So when it's charging the screen is on. My problem is whenever I get a notification it has a normal vibration although the volume is set to Silent. A possible phone defect? Or possibly a setting?

Are you setting it to silent using the Assist app, or using a long-press of the power button and hit the silent icon, or using some other way?
