Galaxy Light - more languages / root

Would like to install more languages for menu/system (not just keyboard) as the phone only comes with a few. I understand the phone must be rooted. Is there a recommended way for Galaxy Light (plenty of articles on S3-S4-S5, but nothing here..).
Also - does the phone need to be unlocked/sim-free for rooting?
