Why won't my phone download any apps?

[AC Question]

My phone will not download any apps

I got a refurbished note 3 about a week ago, it has been working fine but when I tried to download an app it will download but it will not install and is giving me error 504, or error 960, usually alternating each time. I rebooted my phone, but it has not done anything to help me

Welcome to Android Central! Is the phone otherwise connected successfully to your Google account?

Go to the App Manager, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. If that doesn't work, go to Settings>Accounts​, remove your Google account, then add it back again.
