Is this a wifi in a hotel? Office? Some public wifi require you to agree to terms.

If it's a secured WiFi you'll need to input a password. Or if it's open but at a commercial venue such as a hotel you need to open a web browser and agree to their terms before you can access the web

Possible the router your connected to isn't working right and needs to be restarted.
