Returned note 7's

Curious about what Samsung plan is for returned defective note 7. I'm pretty sure but correct me if I'm wrong, a manufacturer cannot sell a used device as new. But what about devices that were stock piled or the devices that carriers never sold and sent back to Samsung. Will samsung take them apart, replace faulty battery and send them back to carriers or will phones be destroyed.

Most likely fix them and sell them as certified pre owned.
