Why am i getting a err_ssl_protocol_error when i do a google search?

when i do a Google search on my S3, after the search is complete and i select a website i get a ERR_SSL_PROTOCOL_ERROR or a ERR_SSL_BAD_RECORD_MAC_ALERT........
It happens over wi-fi and network.
i cleared the cache and cookies. I'm not super techie but do i need to somehow reset my SSL Certificate? If so How?

What did you figure out, I just started having this problem too. I did a factory reset and it didn't fix it. Happens on wifi and 4g lte both, and only in chrome not Firefox or android browsers. I cleared cache in TWERP and fixed permissions. How did you fix it
