Is there an option on the phone to make sure data doesn't get turned off?

I want to make sure that when my phone is locked/sleeping, my data doesn't turn off. I know a lot of battery power saving apps do that but is there a built in option in the phone as well?

Ur data shouldn't turn off when the phone sleeps UNLESS you have an app that makes it do that
