"Cannot connect to camera" issue but only with video

So recently when I have tried to record video I get the "cannot connect to camera" message on the screen. I have done some searching and can only seem to find solutions for when it happens all the time. I have tried the reset camera app, which didn't seem to work and froze. Tried installing a new app, but the problem continued. So a little about my phone, I have a Samsung S4 M919 with Android 7.0 and root. Any ideas on a fix, or do I need to do a factory reset and reinstall 7.0 and root?
