Is there a way to add a language without rooting?

When I hit languages there is no option for german and most s5's that I've seen have that option. I'd rather not root it if at all possible. Thank you for any help! Also note that I'm not talking about the keyboard, but the overall language.

Those are added according to the manufacturer and region where they're sold. Maybe yours comes from a different region? If it's not on the default list, there's no way of adding it except for rooting and flashing a different ROM onto it.

If it's a carrier-branded phone, they might have opted to remove that language from their units.
