What brand and model # of your tv? Are you using a Roku or another streaming device by chance? There are a couple of ways, but these items can make a difference in the options available to you.

You really won't notice that much a difference in quality of the video from your phone. I didn't notice a big difference when I went from the first version to the second one. YMMV
I have that (screenbeam 2 mini), works great, slight lag if watching phone/computer at same time as TV its about a 1/2 to 1/4 second behind the device that it streaming to the tv. other than that i like it.

It is $69 but is a full blown android tv box with chromecast builtin and is fully licensed by google so it does have the play store and all other apps from google. I own this and i can say for the money i am very satisfied with it. It runs smooth.
Also as an added bonus you can install games on it and depending on the game most run realy good. All though it is no nvidia shield tv.
I'd stick with a name brand product. The Amazon Fire Stick will work, you do need wifi available the first time you pair the phone and the Amazon Fire Stick but after that you do not need an internet connection/wifi. The new one with the voice remote is $40 at bestbuy.

How can it work with no wifi and no internet? Is netflix one of the apps?
I have the Microsoft version. It connects well however Netflix is unwatchable due to poor video sound sync so I need a device with netflix on it.
Sorry for the late response. You do need internet the first use to pair the Amazon Fire Stick and your phone. After that you do not need accessible wifi. With the Fire Stick you go into settings>display & sound>enable screen mirroring. Then on your phone swipe down and select smart view (if you don't see smart view then tap the down arrow icon) and it should see your Fire Stick, select it and then your phone should mirror to the TV. You will then launch the NetFlix app on your phone. Here is a video (they go about locating the Smart view a different way)
