Quick Settings Panel Icon Placement

Is there some special way to rearrange the quick settings panel? Under "help" on the phone, it says you simply hold down on it and drag it where you want it, which I had already tried several times. Am I missing something? Did they take this feature away in an update, and not update their help section? Also, I'd like recommendations for making the quick settings panel dark again. I know notifications are a lost cause at this point but I've heard you can choose a dark "theme" to help with quick settings.

Pull it all the way down and tap the three dots in top right corner.
Not sure about colour, I have a launcher on mine...

That got it, thanks! Can't believe I didn't notice those before... Don't suppose you know how to add Data toggle? lol, I know, it's a Samsung, so God forbid they have that...
