Just spent a good while trying to figure out how to reset it.
My phone would boot up and then before I could use the menu reset option it would shut off. I googled the process and all I found were the generic reset options Vol Up + Power and then didnt work.
1. Turn the power off. If your Samsung Transform is frozen, pull the battery out and reinsert it
2. Hold the Volume Down button + Voice Action Button + Power Button
3. Hold all three buttons until the device turns on
4. You are now presented with a menu that allows for Fastbook, Recovery, Clear Storage, and Simlock
5. Select Clear Storage by pressing the Volume Down button
6. Press and release the Voice Action Button button
7. Now simply confirm your decision: Volume Up for YES and Volume Down for NO
