The basic possibilities is the phone is bad or the SIM card is bad. Try a different SIM card and try your SIM card in a different phone. Replace whichever one is bad. I'm not aware of any setting you can change for this. You could also factory reset the phone, though I would suspect your phone is new so it likely has little chance of helping resolve the problem. It's a relatively simple and free thing to try though.
