Get yourself apex, nova, or any other good launcher, and dig in. You may want one or more of the launcher's pre-made icons, skins or themes, and you'll need to get the weather and time widgets that suit your design, and maybe even some of their skins.

There are many threads on this forum and on XDA that will give you techniques and ideas.

Try Beautiful Widgets, and Fancy Widgets and and search in their themes...
Also try UCCW: Ultimate Custom Clock Widget.

I've heard that uccw is complicated to use. Don't know whether it's true. (I plan to play with it over a long plane flight.) And, I thought that the OP might be knew to android, so I didn't want to bury him under techie stuff. Beautiful widgets are, indeed, beautiful.
