2013 Nexus 7 GPS Issue

I have a 2013 Nexus 7 LTE model on android version 5.1.1.

I'm having some serious issues with GPS on it, i've loaded an app called GPS test and cannot seem to get a fix at all. Even standing outdoors. All the bars go green. The "In Use" number count increases and then it all drops back to zero and starts all over again and endless cycle. I've attached a pic of the GPS test screen below.

Any ideas what I can do?

Is there any external GPS device that can be used with the OTG cable? i'm planning and car instal and without GPS it is pretty useless.

Just a quick update, i took it out without any data sim and after a while eventually i got 3d fix and it followed me well. If at one point the device went to sleep and when i woke it up I lose the fix.
 
It takes some time to get the first GPS fix and download the AGPS data, so be patient with it.
When the device sleeps, it turns off the GPS to save battery. You'll have to give it some time to regain GPS fix, but it should be less time than the first GPS fix.

Was unable to have the GPS connecting in my Nexus 7 2013. I installed an app GpsStatus and under settings in this app disabled sensor filters and the GPS connected rigth away.
Running Android 6.0
