According to the spec sheet, my guess is one is phased detection autofocus (PDAF), one is laser detection autofocus (LDAF), and one is a microphone.

Laser focusing requires both a transmitter and a receiver. Often, these are both hidden under a single oblong window; perhaps the Pixel has simply separated them behind two circular windows.

From left to right, the sensors are "Receive" and "Send" Laser Detect Autofocus (LDAF). The last dot is a microphone.
