That or among the other things you've changed for LTE (build.prop, maybe even a custom recovery). Flash the factory image then flash the radio 'hybrid' on xda for LTE.

ahh, I think that's my problem with my update, I had old radio, among other stuff probably
That being said, after the initial failed update, I don't know how to reattempt an update. there isn't a notification anymore about an update and when I try to look for new updates it doesn't come up with any.

Make sure the device is on the stock ROM and recovery then look for a system update. If you don't receive an update notification and don't want to wait any longer look here: Need help updating your Nexus 4 to Android 4.3? | Android Central. Otherwise, give it a day or two after returning to stock and see if the update shows up.
