Should this be turned on? Seems to be working better when set to off, meaning it picks up my "OK, Moto X" prompt better when set to off. Didn't think it should even work when turned off.

I think that setting only allows Moto Voice to access other apps such as Whatsapp, Facebook, etc. If you want to send stuff using voice command, you'll need to toggle that on.
