Accessing 4G network

Hi, I am new to this forum (joined just 10 minutes back).

I bought a new Nexus 7C 2013 with sim card tray in it;(model K009). I do have AirTel 4G LTE sim card and am able to get to 4G network through a router in Bangalore. When I insert this sim into nexus, I see a 'H' symbol next to signal strength indicator. Under setting/status/Mobile network type it shows HSPA and not LTE (to my disappointment). In the speedtest.net, I get maximum of 9Mbps in the tablet, whereas through router I get 30Mps when using a PC for the same sim card.

My questions are:

(1) Does HSPA mean I get only 3G not 4G?
(1) How to know if my nexus device can support 4G?
(2) How do I 'activate' LTE 4G in my tablet?

I am unable to ascertain if it is a device model problem or geographical issue of the network provider.
