Accessing Android remotely

I would like to access an android device, say A, from my android tablet and windows PC with two scenarios.
Please help me in this regards.

• Which is the best app for accessing an android device, say A, from my android tablet and windows desktop PC?
• Without using any apps in an android device, say A, how to access it from my android tablet and my desktop PC?

Please assist me for all above concerns.

Sounds like hacking to me and although it is done all the time, I don't believe this is where you will find the help you are seeking.

I don't know how much control you will have but if you want to access "YOUR" device, in the "Lock screen and security" you could try the "Find My Mobile" feature.
