Active apps not present on new phone

I got a new note this week as a warranty replacement. As I'm setting up the new replacement Note I noticed that I don't have the Active Apps app on this phone. It came preinstalled with my old Now 3 but is not installed on this new one. Does anyone know why this app is not on my new phone?
