A question i saw and posting it since i have the same question and haven't seen them answered

Adding a Picture to Hangout without g+
Anyway to achieve this? Basically I don't want to create a G+ account just to have a default Hangout Picture.

As it states here you can change this right from the Hangouts app!

When you open Hangouts, select the menu, then click settings. From there, select your account, and the first option should list "Profile Photo". From there you can either take a selfie or choose from the gallery!

Yep, when following your steps. That button will require me to upgrade to Goggle+ in order to upload a image.

Hmm... Well, by default, all Google users have a Google+ pretty much. You don't have to utilize it for anything really if you'd rather not.
