I am looking for a GSM android device that has decent specs. It has to have good custom develoemental support, and it has to be decently priced with an sd slot. I just need advice on a phone right now. I don't have the money to buy anything yet. Just name a few please. Thank's in advance!

A Nexus 4 would fit that description perfectly (good specs, good development support, good price) but doesn't have an SD card slot. As droidmyme said, it depends on the carrier. But most likely the Galaxy S3. Although it's somewhat outdated and soon to be replaced, it's very popular and thus has lots of support in the custom ROMs and development field. Although Nexus phones, I reiterate, have the most support and best prices by far.
 
Samsung Galaxy S2. $300 at a local Wal-Mart.
I'll take it over a nexus 4 for sd slot, otg capable, and removable battery.

So again, it all depends on whether or not you can stand having no SD card slot. If the answer is yes, get a Nexus 4. If not, get an S3. I'd really like to stress that the N4 fits all the characteristics that you mentioned far better than the S3, except for the SD card slot. So your choice is better specs and more development support and lower price vs sd card slot. Lol I'm not being biased at all :)

The specs on the N4 aren't far better than those of the S3, either 1GB more RAM or more cores in its processor depending on which version of the S3 you have.

It only matters if you're hard core about specs. :P

If they care that much about those things then N4 wins in the price department for sure. As for the other, neither are exactly lacking support.
