After installing Lollipop OTA, why won't my NEXUS 7 reboot?

After installing Lollipop OTA, NEXUS 7 will not reboot

After installing the Lollipop OTA, my NEXUS 7 will not reboot. It now just shows the Google Icon then the screen dims and turns black. I tried a manual reboot by holding the power button and the down volume button together. It does the same thing everytime. Any suggestions?
