Alarm volume gradually increases - can't stop it

It seems no matter what clock app I use, android, google, etc. You can't control the volume. It gradually increases to it's own set level. Even though the google clock app lets you set this feature off, the phone overrides it and gradually increases anyway.

Any one fix this?

Are you sure you don't have some kind of ramping feature enabled where it starts out low and builds gradually.

I don't believe so. I'm using the Google clock and it has an option to remove escalating volume. I saw in the S9 forum that it may be an Android Pie issue. I am hoping someone found an alarm app that has overridden this issue.
