allow 3rd party apps?

Where can I enable 3rd party apps? I could not find it under security or in applications in settings.

It should be under Settings > Securty. Look for Unknown sources.

Do you mean "side loading"? Then yes, it's settings->personal->lock screen->security->unknown sources.

Turning it on will allow you to side load an app via SDCard or downloading from a non-Play Store source.
