Allow nearby devices access

Do I need to turn on nearby device scanning to use Bluetooth devices? As it is asking here in MS Team during setup.

I don't have nearby devices enabled on all my apps, some apps such as my watch app my earbuds app and others like Android auto I allow and the rest I don't.
