Alternative to Galaxy tab A 10.1 2019?

Sounds like a decent machine, but the only thing available is refurbished at $500

I hear that tablets are being phased out. What's the alternative?

ChromeOS slabs. The pixel slate has long been hailed as the best. HP, Asus, and others make some 2-in-1 devices. Don't entertain anything with less than 4GB of Ram, I'd opt for 8 if it's in the budget.

If you're adventurous, you can look at some decent tablet or older Surface device and install a Linux variant like Sailfish or Ubuntu Touch. Some Linux Distros may even work well with a Bluetooth mouse and keyboard to create a kind of ultra-portable laptop situation.
 
I have both an Acer Chromebook Tab 10 and a Pixel Slate. They both work pretty well as tablets, although Android apps aren't always compatible, and sometimes they can be jankier than on a true Android device.
