An app that reads some stuff i cannot remove

[Android Central Question]

I have an app on my phone that I can't remove, not sure it's exact purpose, it's a black circle with a white message symbol in it. It is always on the screen and turns blue when touched. And sometimes reads things. Anyone know what this is?
