Android 11... what happened to call forwarding.

I did it (always) as you are suggesting through the carrier (Xfinity Voice settings) and not through the wireless phone settings. For now, I just won't install Android 11 on the replacement phone, which has Android 10, as every function works on that version. When I get a notice for Android 12, I think I will install it on the phone that has Android 11 and see if the call forwarding feature works on that one then. If it does , I will know it should also work on the replacement phone that still has Android 10.

Curious, now that you have three phone #'s (Android 10#, Android 11# and a landline #), does it work to have call forwarding going from the Android 10# to the Android 11#. If it did, then it seems it may be a problem with the carrier. Although maybe it's a problem with some setting somewhere on the Android 11.

Another option to try is to do a factory reset and load apps one by one. Of course, make sure you back up your photos, documents or any data you want saved. (Sorry, if this has already been mentioned or already done before).
 
My carrier (Ting) has options to allow call forwarding, but does not have a way of entering the number to forward to. That is a setting on the phone but it is still not available on my Moto One 5g ace running Android 11. Do other carriers allow users to enter forwarding numbers on their web site?
