I don't know that it has anything to do with RCS, but it could well be a SIM-specific option that you just don't have on your AT&T account. If I pop my data-only Fi SIM into my 6P, then I don't show an Instant Tethering option either because the SIM doesn't support it. Only my regular Fi SIM does.

The non-alpha arrangement, though. I don't get that at all.
 
Yep, thanks for posting, GSDer, mine's the same ordering, except nothing in-between Location and Security.

Edit, yeah, I'm guessing it's the SIM/carrier. Not sure why AT&T wouldn't enable this, but more likely they just don't have any branded devices that support it, so they didn't bother, that's my guess anyway, they're pretty anti-BYOD (and actually use all the features anyway).

I would sideload the non-AT&T specific build. Or better yet flash a custom ROM.
 
The standard list of solutions:
- clear the application caches (Settings -> Storage -> Cached data) [this doesn't affect your data]
- clear the system cache in Recovery mode [this doesn't affect your data]
- perform a Factory Reset and setup as a new device

Until you've tried these things it's pointless to wonder about what else might be going on.

About the only time I see the behavior you describe is when my phone is in the car being used for navigation while it's charging and it's sunny out - then the phone gets pretty toasty.
I already tried the first two and was hoping to avoid the Factory reset. After another day of use, it seems to have gotten better (in frequency and severity) so will continue to monitor and wipe if it keeps going. Thanks!

Odd - my 6P has my primary Fi SIM in it and the instant tethering option isn't anywhere to be found...

It is odd. And I can't make it go away on mine by shutting off bluetooth scanning or NFC or anything else. Are all of your Project Fi app permissions turned on?
 
See. You win some; you lose some. I have no access to Cellular networks and none to the Portable hotspot option either.

That's odd, I have full access to all the regular tethering settings (I use probably 80% of my data this way), just not the "Instant Tethering".
I don't have any of the Advanced Call/text options though, that's definitely a SIM (hopefully an RCS issue at some point...) deal.
It's my carrier though, my only real big issue with them (it could work, if they pulled a certain body part out, but not so much), very frustrating, I have a full-on hack of a Google Voice setup for call/text over WiFi, not exactly battery or user friendly.
