Android 7 cellular data limit

After upgrading to Android 7 I have a problem. I have a limit of 30Gb a month. To avoid go above in a few days I set a limit of 500MB for a month and nearly everyday increase that limit and move that my billing cycle starts from today. It was working perfectly in Android 5.1 and 6. After I upgraded to 7. It stopped work.
Last weekend I managed in 1 day to use 14Gb of my traffic just on Saturday.

Right now I see a message in my phone
"Cellular data is paused". Because you set data limit was reached, the device has paused data usage for the remainder of this cycle. Resuming may lead to charges from your carrier.

Resume and OK button.

I do nothing. I mean I do not press any of those buttons and my internet works fine.
Considering that my limit is set 850Mb right now. I already used 862Mb starting from 6th August.

Main question: Why it doesn't actually pauses internet? Why it still works.
Some details: I use tethering. My Mobile is Moto X Force 32Gb.
