Android files won't show up on my PC via USB connection

I got a new phone (Moto Z2 Play). When I plug it in to my PC, it shows no files. I can't drag and drop files inside either. I also can't import any files from my phone to my PC. It shows up on my PC but it says "This folder is empty." It's as if my PC sees the phone there but none of its files. Can someone help me get my PC to recognize my files? I am connecting it to a Windows 10 HP Spectre x360 and my phone is a Moto Z2 Play with Android version 7.1.1. I have tried all 3 USB ports on my computer but the issue is the same. The phone is also up-to-date as is my PC.

Did you try selecting FOR FILE TRANSFER, from the notification bar?
There should be four or five options. I believe that CHARGING is the default option and that setting prevents the phone from showing properly in MY COMPUTER.
Should look something like the attached pic.
Please reply here if this works.
