Android TV and Android Phone Google play games

I have a Nvidia Android TV. How come Google play games act like a different account than my phone? For example, I have spent some time playing Sky Force on my phone and when I try it on my Android TV and log into the same Google play account, it doesn't load my phones save state. I have to start all over again on my TV. It would be nice to be able to go back and forth between my phone and TV and continue where I left off at from the other device.
Is there anyway around this or to fix it?

According to this help page, not all games support Saved Games in the Google Play Games cloud: https://support.google.com/googleplay/answer/3129939?hl=en. So it may be that Sky Force doesn't support it. You could try emailing the developer and asking them.
